SOT, Heiko Maas, German Foreign Minister (German): "Obviously, in the past few weeks, there have been many not insignificant breaches of the arms embargo. There have been decidedly differing explanations offered up from Libya as to what the reasons for this are but everyone agrees that the path we have taken to separate the conflicting parties from their supporters is the only possible and successful way to end the civil war in Libya."

SOT, Heiko Maas, German Foreign Minister (German): "Stephanie has informed us today on the economic talks as well as the first meeting of the 5+5-Joint Committee where the military representatives of the conflicting parties have met. The talks about an effective ceasefire will continue in Geneva tomorrow, and that is also a good sign."

SOT, Heiko Maas, German Foreign Minister (German): "Today, we will pass the baton to Italy, which will host the next meeting in March in Rome. But of course, Germany, which has co-initiated this process, will take an active part in the planning of the upcoming meeting."

SOT, Stephanie Williams, Deputy Special Representative of the UN Secretary-General for Political Affairs in Libya: "The situation on the ground remains deeply troubling. The truce is holding only by a thread, with numerous, over 150 violations recorded. And it is the Libyan people that continue to suffer the most. The economic situation continues to deteriorate, exacerbated by oil blockade and the looming banking crisis."

SOT, Stephanie Williams, Deputy Special Representative of the UN Secretary-General for Political Affairs in Libya: "The participating countries and organisations today among some there was a consensus on the need to lift the oil blockade. I want to touch on the fact that the life of ordinary people in Libya does continue to worsen as a result of this conflict, and the degrading of basic services. One out of every four Libyan has been negatively affected by the ongoing conflict. Almost half of the 1.8 million people affected by the crisis need some form of humanitarian assistance, this includes almost one-third of non-Libyans in the country."

"The situation on the ground remains deeply troubling" with numerous violations of an arms embargo in Libya, UN Deputy Special Representative to Libya Stephanie Williams said after a meeting of the International Follow-Up Committee on Libya (IFCL) on the sidelines of the Munich Security Conference on Sunday.
"The economic situation continues to deteriorate, exacerbated by oil blockade and the looming banking crisis," Williams told press, adding that the participating parties have come to a consensus on the need to lift the oil blockade.
Despite recent violations of the weapons embargo, German Foreign Minister Heiko Maas stressed that the decision to end military backing for the North African country's warring factions "is the only possible and successful way to end the civil war."
On January 19, German Chancellor Angela Merkel hosted the Libya peace conference in Berlin with Libyan National Army (LNA) commander Khalifa Haftar, UN-backed Government of National Accord (GNA) leader Fayez al-Sarraj, as well as leaders from the US, Russia, Turkey, France, the UK, Italy, the UAE, and numerous African states in attendance.
As a result of the meeting, leaders agreed to uphold an arms embargo in Libya and designate members to a military commission with five members from each side, with the UN monitoring the implementation of the ceasefire.
