Eyewitnesses described the scene of the deadly knife attack in Romans-sur-Isere, south-eastern France, which left two people dead, and seven more injured on Saturday.
One man described rushing out to the street after hearing shouts and screams, where he saw "this individual who was standing, the police quickly arrested him him, put on the handcuffs, put him on the ground."
"They tried to put a mask on him due to coronavirus disease and he wouldn't let them," he added.
Another local commented that "for a quiet town like Romans, having an event that serious down your apartment building is still shocking."
The attacker reportedly struck in multiple locations in the city centre, striking people with no clear motive in the street, at a tobacconist, at a butcher's shop, and inside a supermarket, before being apprehended by the police outside a bakery.
French Interior Minister Christophe Castaner was also present at the crime scene, where he discussed the incident with police.
Investigations are underway, with the motive for the attack not yet clear according to the police.
